Skills page crash fix

1.9.2 is a fix release for 1.9.1. The rebuilt next version is still being designed.

Fix the macOS app quitting as soon as the Skills page opens, and update dependencies.

Fixes and maintenance

• Skills page no longer quits on macOS — The signed macOS app now carries the system permission the Skill security scan needs, so scanning installed Skills no longer terminates the app.
• Dependency updates — Update HeroUI, Tauri plugins, reqwest, serde_json, and other dependencies.
