[FEATURE] ppm rebin

Hi Alan,

When using the pre-processing option pp rebin, all peak centroids are shifting to the left. The larger the ppm, the larger the shift. Is this supposed to happen? Could the rebin be centred in relation to the peak? In orbitrap data, this shift will introduce a large error.
