NO. At present, Bedrock Voice Chat does not work on Aternos Servers due to Aternos Servers not supporting upload-able behavior packs. The addon requires significant traction to before Aternos will consider it as a pre-installable mod on their servers.

However, you may be able to embed the BVC behavior pack into your world file. Assuming you can configure ⁨@minecraft/server-net⁩ into your variables.json, and embed the credentials into the pack itself.

I need to explore if this is possible, in which case BVC might be installable as part of your world behavior pack on your custom Aternos server.
