Back-ports the Craftsanity option from my Factorio: Space Age Without Space apworld.

Lets you choose a an exact number of locations to require crafting a specific item once instead of via science pack research.

This version fixes logic issues with the Satellite item, and only 2 or 3 Science Pack locations will be forced depending on the Silo option.
