Add --version flag and fix version injection in all build paths
- offload-agent --version / -V prints APP_VERSION and exits
- Makefile writes app/_version.py before PyInstaller (was passing unused env var)
- build-mac.sh uses tag-based version detection (v{major}.{minor}.{count}) instead of bare commit count
- release-agent.ps1 writes app/_version.py before PyInstaller (same fix as Makefile)
