Add micro-agent: lightweight Go WebSocket agent for shell tasks

New micro-agent/ directory with a single-binary Go agent supporting
shell.bash, shellcmd.bash, and debug.echo only. Integrated into
make release (macOS) and GitHub Actions (Linux amd64).
