Light periods display (TG bot)

• Fixed half-hour light periods: when outage is 13:00-13:30 (First status), light now correctly shows from 13:30, not 14:00
• Added has_light() method for accurate detection of hours with any light
• Separate merge functions for outages vs light ranges

Cache status display

• TG bot: Now shows "Оновлено о: HH:MM" (Kyiv time) instead of just age
• Discord bot: Improved status format with update time in Kyiv timezone
