Fixes a dedicated-server startup crash in Connected 0.6:

NoClassDefFoundError: net/minecraft/client/gui/screens/Screen

Sequenced Pulse Generator GUI code is now isolated from common block registration. The settings menu still opens on clients.

Server users: replace Connected 0.6 with the matching 0.7 JAR.

Native dedicated servers started successfully on Minecraft 26.1.2, 26.2 and 26.3 without client Screen classes. The 26.2 test used Create 1.20, matching the reported failure. Client GUI opening and 72 battery hover assertions passed on 26.3. Tests used Create and Connected; the complete external Linux modpack was not tested.

The earlier Kinetic Battery tutorial belt and precise settings hint fixes are retained.
