Update v3.2.0
Added line to help command, updated README.md, annotations in en_us.yml. Added translations to Spanish, French, German, Simplified Chinese, Japanese, Italian, and Portuguese. Moved language files into lang directory. Version bump due to larger changes, update config.yml
