Update buildscripts and dependencies:
- Disabled dependency tracking for autotools deps
- Updated dependencies (
GPGME,WinToastLibCand components shipped with MSYS2) - Switched to
MINGW32for 32-bit builds becauseCLANG32was dropped by MSYS2 (https://www.msys2.org/news/#2024-09-23-starting-to-drop-the-clang32-environment) - Added crt arch to installer and archive names
