FileGRC 0.12.0 adds model v10 and changes the reporting-channel workflow.

Highlights:

  • Replace separate reporting-route records with revision-bound Reporting Channel Sets, including proposal, approval, cancellation, successor cutover, authority, and fixed Evidence checks.
  • Keep recurring work rolled up when one Obligation owner, window, population rule, and reconciliation conclusion govern it.
  • Add temporal Collection Review bindings and shared readiness calculations across browser, CLI, HTTP, and agent workflows.
  • Let Git exclusively supply version-control history while hardening managed fetch, commit, and push behavior against races and unsafe repository configuration.
  • Keep policies focused on durable rules and point mutable values to their authoritative FileGRC records.

This is a breaking pre-1.0 release. Existing workspaces must migrate one model version at a time. Review docs/upgrading-to-model-v10.md before applying the v10 migration.
