Step 3 now presents one Activation box for approved Policies, program Documents, and Training. One confirmation selects eligible content and activates it together in an atomic write.

Readiness gaps stay available in expandable details. Control collection review, Training assignment schedules, independent approvals, exact Markdown revisions, and stale-write protection remain enforced. Existing individual activation commands and Audit Document activation remain available.

Both filegrc and create-filegrc are released as 0.16.34. No data-model migration is required.
