Fix schedule-set reviewer eligibility for independent oversight Teams. Team membership and chairing an Obligation work queue no longer establish individual operational responsibility. Schedule-set and Control collection reviews share that distinction.

Personal and Appointment schedule assignments still conflict. Control implementation ownership still resolves Team members and chairs, and governed content approval keeps its existing separation checks. Ownership records and Team membership remain unchanged.

Validated with two-person governance and mixed-role Team regressions, CLI/browser parity, browser approval and operational-conflict checks, full Node 24 validation, and a fresh generated workspace.
