v0.3.1 — docs polish

Docs-only patch on top of v0.3.0. Code is identical; this release exists so the npm page picks up the corrected README.

🔒 Breaking change (introduced in 0.3.0)

• All four tools now require an ALLRATES_API_KEY. Previously get_exchange_rate and list_currencies ran without one.
• The server fails fast at startup with a multi-line registration prompt if the key is missing.

• README rewritten with badges, table of contents, per-client setup, full tool reference (input/output/examples), troubleshooting, error codes, and FAQ — 481 lines, production-ready
• Chinese README brought to full parity with the English version
• server.json (MCP registry manifest) corrected: marked ALLRATES_API_KEY as required, removed stale "financial news" claim
• DeepSeek-related stale references cleaned up (separate repo)
