Cleanup release. No tool, schema, or behavior changes.

  • README and Chinese README no longer reference specific free-tier request quotas — replaced with generic 'free tier' wording.
  • Tool startup error message no longer cites a specific monthly number.
  • Plans-and-limits table removed; users are pointed to allratestoday.com/pricing.
  • Bumped from 0.3.1 to 0.3.3 (skipping 0.3.2, which only exists in the parallel 'realtime-exchange-rate-mcp' repo).
