Reconstructed privacy-clean PR for RandDeck v0.6.0. Adds complete zh-CN/en-US localization, RandDeck branding, v0.5 compatibility, release provenance checks, privacy gates, E2E coverage, and Windows build tooling. Formal artifacts will be rebuilt from the merged clean main commit.
