Verilator adapter source v0.1.1

Verilator adapter source package 0.1.1 adds TypeScript declarations, a runnable saved-HDL lint-planning example, API and contribution documentation, public Node 22/24 CI, and isolated tarball consumer checks.

The planner implementation is unchanged. It prepares --lint-only arguments and source identities; it does not run Verilator, install into DDS, or enable simulator/UVM execution. The existing DDS Marketplace 0.1.0 source-preview entry remains disabled for execution.

Original adapter code is Apache-2.0. Both exact upstream LGPL/GPL and Artistic-2.0 license texts are included for the pinned Verilator v5.052 source reference; no tool binary or source is bundled. Public CI and local Node 22/24 package/example/type checks passed.
