DDS VS Code integration source v1.0.0

Initial public release of the DDS VS Code integration source. Includes the actual TypeScript host adapter, six exact DDS source snapshots, selected native policy functions with standalone host ports, source hashes, build scripts, tests, and an explicit Apache-2.0 grant for the selected original code.

The npm-compatible tarball includes JavaScript, declarations, TypeScript/Rust sources, native source lock and test fixtures. It contains no native executable, Microsoft product binary, VSIX or brand image. Microsoft VS Code and extensions remain separately installed products with their own licenses.

Validation: Ubuntu and Windows public CI; six TypeScript tests, native unit/process-boundary tests, source inventory, formatting and Clippy. The packed consumer was independently rebuilt and tested. This source release does not change an installed DDS application or provide a general plugin loader.
