feat: 从下载源码改为下载 release 附件 template.zip

- 修改 CLI 描述和帮助文本，明确下载的是 template.zip 而非源码
- 新增 GitHub Actions 工作流，在发布时自动构建并上传 template.zip
- 重构 init 命令逻辑，改为从 release 附件中查找并下载 template.zip
- 移除对 git tag 和默认分支的支持，仅支持包含 template.zip 的 release
