A provenance-verified checkpoint reuse now reconstructs the successful transcript hash state used by the existing bounded content_blocked recovery path. Unverified resume cannot seed this state and invalid hashes fail closed.

Existing content_blocked recovery caps, classifier-block limits, free-tier handling and hard network request caps are unchanged.

No production dispatch or media/player promotion is performed by this release.
