Drawer: SEND_COMMENT stays available during AWAITING / POKED. The lifecycle strip used to replace both action buttons whenever the agent was processing — fine for sub-second SENDING, but AWAITING can last minutes during real agent work, leaving the user typing into a textarea they couldn't submit from. Now SEND_COMMENT is enabled and LOOKS_GOOD renders disabled with a tooltip ("Agent is addressing your comment — wait for it to land, or send another comment.") so the dual-button layout stays stable across all states. The strip drops below the actions row as a status footer with the elapsed timer and POKE button.

Agent steering: stop punting "could you check this in the browser?" Two complementary nudges so the model reaches for start_review instead of asking the user to manually verify:
UserPromptSubmit hook (pitstop-context.sh) now also queries the new GET /api/wired endpoint. When the daemon's drawerSeen map shows a recent /inject.js fetch for $PWD (within DRAWER_FRESHNESS_MS, the same 10-min window start_review's drawerStatus already uses), the hook prints a one-paragraph steering line. Silent on non-pitstop projects.
activeSessionRules.verificationSurface: new entry in start_review's response — "ANY surface the user needs to verify, check, or look at — call start_review or add_items, never 'could you check this in the browser?'" — so the model sees the same nudge in every active-session tool description.
GET /api/wired?projectRoot=... — daemon endpoint exposing whether the drawer has been seen recently for a given project. Backed by 3 new tests.

DRAWER_FRESHNESS_MS exported from packages/daemon/src/tools/index.ts as a single source of truth for both start_review's drawerStatus.connected check and the new /api/wired query.
Hook curls have --max-time 2 so a stuck daemon can't hold up the user's prompt.
