• Header kebab collapse disabled. With only one secondary control today, collapsing into a kebab when the drawer narrows wasn't earning its complexity — users had to open the kebab to reach a single button. Inline buttons render always. ResizeObserver + threshold + kebab JSX stay in place; re-enabling is a one-line revert when we add more secondary controls.
