feat(daemon): pre-flight drawer-live check on start_review and get_state. Real-flow report surfaced an orphaned-tab case where drawerStatus.connected was true (the existing 10-minute fetch heuristic) but the user could no longer interact — the tab they were typing into was stale. Add a stronger drawerStatus.live signal driven by active SSE subscribers on the project lobby: gold "a real browser tab has the drawer mounted right now" proof. When connected: true, live: false, the hint directs the agent to STOP and ask the user to open their dev app rather than narrate beats into the void. Surfaced on start_review (initial pre-flight) and get_state (so an agent that paused can poll until the user opens the tab without restarting the session). New activeSessionRules.drawerLiveCheck bullet codifies the contract.
