Voice packages v1

Self-contained fp16 voice packages (weights + manifest + phoneme config + sibilant calibration) for the sanotts pip package and desktop runtimes, plus the 745k int8 MCU blobs. See README for the voice table; every voice also runs live at https://ampixa.github.io/sanoTTS/
