• af checklist actual eligible now returns assigned checklists with known incomplete required values, so checklist watchers can dispatch the work needed to complete them.
• Completed steps awaiting finalization remain available to watchers. Historical value gaps on finalized steps no longer block unrelated active work, while uncertain evidence on active steps still blocks safely.
