Version-aware tooling. Fixes the two root causes of wrong-version output:
the assistant preprompt was dead code and never reached the model, and the
technical-changelog functions were written but never registered as tools.

19 -> 30 tools. Removes spyglass_get_mcdoc_symbols and get_wiki_page_content,
renames get_wiki_command_info to get_wiki_command_explanation.
