DSH Web GUI layout fix: composer (input bar + bottom status bar) leaves the scroll region.

Features

• Composer out of the scroll region — the scrollbar covers only the message area and ends above the input bar; history content never passes through the input bar or the bottom status bar.
• Input bar and bottom status bar stay fixed at the bottom of the window, always visible.
• Translucent skins (harbor): composer surface stays opaque — no bleed-through.
• Git branch chip: never covered by the input card; left edge always aligned with the input card (re-aligned after resize / sidebar drag / panel open-close).
