2898739: Fix an Unexpected module status 0 assertion thrown while evaluating a re-export barrel that the broker had to take over. When a barrel's native load fails part-way — for example because one of its re-exported siblings is an unsupported asset — Node's ESM registry is left holding an uninstantiated job for the children that were already resolved during linking. The runner then loaded those children with a synchronous require(), which trips Node's require-ESM bridge assertion, and that failed require() also poisons the entry for any later import(), so it cannot be retried. External modules reached through an import or dynamic-import edge are now loaded with import() instead, while JSON and native .node assets stay on require(). eval.require policy and its require-fallback diagnostic still apply to those loads, CommonJS externals keep exposing exports that are assigned dynamically (which import() alone cannot see), and Node builtin imports continue through the existing builtin path.
