Fixes

• Reduced e-ink flicker: Debounce rapid repaints so multiple state changes within a single frame produce only one screen refresh
• Skip unnecessary repaints: Stock footer paint-over workarounds are now only active when KOReader's status bar is enabled — users without the stock status bar no longer get extra refresh cycles after page turns, resume, or state-change events (charging, frontlight, network)
