feat: Implement Android usage tracking services

- Add AndroidUsageStatsService for managing app usage data and permissions.
- Create AppLimitsService to handle app usage limits and notifications.
- Introduce HomeWidgetDataService for updating home screen widgets with usage stats.
- Develop MobileUsageSyncService to sync usage data with a local Drift database.
- Establish SyncClient for pushing mobile usage data to a desktop server.
- Implement SyncServer to receive and manage mobile usage data on the desktop.
