Add modular test framework for tools, skills, and abilities

Introduced `Settings`, `ToolConfig`, `SkillTest`, `AbilityTest`, and `ToolTest` classes to manage test configurations and execution. Added necessary templates, localization keys, and updated module metadata to support the new features. This release includes functionality for adding, removing, and configuring tools, skills, and abilities tests within the dnd5e system.
