Add SkillTest and AbilityTest classes

Introduced SkillTest and AbilityTest classes to support skill and ability checks. Updated hooks, README, package files, and fixed skill ID access in actorRollSkill. Additionally, updated to use beavers-system-interface version 2.2.0.
