Release fixes
- Synchronize bun.lock with the Hono dependency update so frozen production installs succeed.
- Skip the CLI version update when it already matches the release tag.
- Use frozen dependency installs in the release tests and binary builds.
This release supersedes v1.0.22, which failed to build its release artifacts.
