Full BLC Control + New Jog2K FW

Key updates:

• full control of BLC carrier + nozzle gas via PWM/0-10V (custom fans plugin)
• add support for $REBOOT command to trigger hard reset (core)
• fixes to jog2K FW for imperial unit handling and v2 of status struct (keypad plugin) - requires Jog2K FW 1.2.0 or newer
• fixed bugs in nozzle chiller control interrupt handling (laser plugin)
• update picoHAL disconnect alarm to expander exception (picohal plugin)
