Adds the two previously-unsourced ancestors of the committed roadmap v3/v3.1:

  • docs/kos-roadmap.md — v1, full-text specs for items 2, 3, 5–9, 12–16 + the v1 import script
  • docs/kos-roadmap-v2.md — primary-source edition; revised items 1, 4, 10, 11, new 17–19, revised sequencing, and the Part 5 import script (the gh-issue script flagged at the start of the research-drop review)

Issues #51–63 were reconstructed from v3's one-line "v2 stands" summaries before these originals were available. With this PR merged, each of those issues gets a retrofit comment quoting its original spec text, marked authoritative for intent (v3/v3.1 amendments remain authoritative for scope changes).

Not included: docs/Mapping KOS to Prior Work_... (byte-identical duplicate of the committed kos-prior-work-survey.md; left untracked for operator removal).

kos-roadmap.md (v1) and kos-roadmap-v2.md were the unsourced ancestors
of the committed v3/v3.1 — v2 carries the original full-text specs for
roadmap items 1,4,10,11,17,18,19 and the gh-issue import script
(Part 5); v1 carries items 2,3,5-9,12-16. Issues kos#51-63 were
reconstructed from v3 summaries; these originals are being retrofitted
onto those issues as authoritative-intent comments.
