Audit ground truth for this issue (2026-06-11, archon-setup 7a4aa97): node bin/onboard.mjs <github-workflows checkout> --audit reports 1 present / 33 missing / 2 drifted of 36 baseline items — the repo has essentially none of the governance baseline (no AGENTS.md, agent lifecycle scripts, coordination contract, .githooks, PR template, .agent/check-map.yml, doc-sweep, changelog scaffolding; LICENSE also missing; README.md and actionlint.yml drifted; package.json flagged stale).

This issue is the canonical onboarding tracker for github-workflows. Sequencing note: install after ArchonVII/archon-setup#199 (snapshot reconvergence — unblocked now that ArchonVII/repo-template#67 merged as d74d23c) so the installed baseline carries current provider content, and per the acceptance criteria preserve the source-of-truth boundary (this repo owns reusable workflows, not lifecycle implementations).
