M0: Provision OCM hub + 2 kind/k3d spokes (lab)

Milestone-0 — the falsification test (lab, not product code).

Provision a local OCM environment on /Volumes/EXTENDED (system disk is small; keep all scratch there): one hub + two spokes (spoke-a, spoke-b) using kind or k3d.

Tasks

• Create hub + spoke-a + spoke-b local clusters
• clusteradm init on hub; join both spokes; accept CSRs
• Verify two ManagedCluster objects are Available
• Capture a short runbook (commands + versions) under a scratch dir (gitignored)

Acceptance

• Two spokes registered and Available on the hub.

Correction to the preceding comment, whose Markdown formatting was stripped by a shell-quoting error.\n\nCompleted by PR #73, merged into dev at 017eec0.\n\nAcceptance evidence:\n- clean-room runner created sith-m0-hub, sith-m0-spoke-a, and sith-m0-spoke-b from the digest-pinned Kubernetes v1.36.1 kind image;\n- both ManagedCluster resources reached ManagedClusterConditionAvailable=True;\n- final retained run completed the full lab in 151 seconds and cleanup left zero kind clusters/scratch;\n- PR CI run 29172067820 passed, including the real two-cluster fan-out gate.\n\nDurable proof: hack/experiments/m0-ocm-falsification.sh, docs/experiments/M0-ocm-falsification.md, and the redacted asciicast.
