Fix: 502 Tunnel Error on Second Device

Bug Fixes

• cloudflared PATH resolution: App now finds cloudflared installed via winget, choco, scoop, or system PATH — not just the bundled location
• Stale tunnel process restart: Kills orphaned cloudflared processes and restarts with current config instead of falsely reporting 'already running'
• In-app tunnel auto-start: Tunnel now starts AFTER Kestrel server is listening, preventing 502 errors on app startup
