fix: the paste window takes Escape from the moment it shows

Linux CI failed one run: Escape pressed as the paste confirmation
appeared left it open. Its key listener was added in a plain effect,
which runs after the paint, so for a moment the window was on screen
and deaf to Escape. A layout effect adds it before the paint.
