Added the following checks when adding tokens from csv file

• Ensure token key is not null or empty string
• Ensure token key is not equal to key. Per requirements these should be skipped. (this was accidentally removed when the lib separation was added).
• Ensure that the token value is not null or empty string. If it is, these are to be considered comment rows and ignored.
