Bump ExecuTorch pack to 1.3.1-rc8#14

Replaces the vendored PyTorch::ExecuTorch 1.1.0-rc1-build.12 pack with 1.3.1-rc8 and updates the RPS AI layer component selection for the 1.3.x layout: operators moved to the 'ExecuTorch Operators' Cgroup, and the 'Platform Bare-Metal' / 'Stubs RandomOps' components were dropped (the weak PAL now ships in Runtime's minimal.cpp and per-op registration is #ifdef-guarded, so neither stub is required).
