A limit it can never reach

A segment that claims less room than it brings gave the disk loader a count
of memory minus file, which is negative, and the loop clearing the rest of a
segment counted it down looking for zero. A negative number counted down
does not pass through zero on the way.

The same operation exists twice here. The loader that takes a program out of
memory counts up to a limit instead, and the same input does nothing to it,
because a limit it can never reach is a loop it does not enter. One
operation, two shapes, one of them wrong.

Both have the second shape now, and the plan refuses the segment before
either of them sees it.
