Various bugfixes:

• (Hopefully) fixed issue where specific computer language settings would conflict with the 'Angle Offset' parser. Smart SAS should now only use & accept a period ('.') as the decimal seperator.
• Rockets should no longer spin out of control, like they had under certain conditions previously. Credits to @Darthan184 for locating the problem code.
• Slight refactoring of the mod's code for a possible future update.
