PC Tweaker Uninstaller 0.8.3

This maintenance release adds publisher signing and trusted timestamps to the Windows application and installers. Update packages retain the existing updater signature verification.

Release preparation now rejects missing or invalid signatures, mismatched publisher identities, missing timestamps and altered update packages. No new uninstall behavior or licensing changes are included.

A valid digital signature identifies the publisher and protects file integrity. It does not guarantee that Windows SmartScreen will never display a warning.
