Publicize: add wpas_force_publicize filter to Jetpack

WordPress.com includes a filter, wpas_force_publicize, that allows you to force Publicize to be triggered again, as explained here:

Unfortunately, that filter isn't available in Jetpack. It'd be nice to have a similar option for self-hosted sites.

Publicize will get a rewrite in the upcoming months, so I'd suggest holding off on this addition for now as that functionality will change and I don't want users to rely on it.
