0-0-7 BTM conversion in Velocity to PTM completed

This completes the development for PTM as far as Velocity is concerned. Everything that BTM did on Bungeecord, PTM does on Velocity (with the small addition that the configs now have comments).

Damit ist nun die Entwicklung für PTM was das Velocity betrifft abgeschlossen. Alles was BTM auf Bungeecord gemacht hat, macht PTM auf Velocity (mit dem kleinen Zusatz, dass die Configs nun Kommentare haben).
