* update samples version ref to 1.12.1
* fix typo in C# speaker recongnition sample.
* update samples refferences to 1.12.1 and pull in new speaker recognition samples
* retoring the ? in speaker recognition, it wasn't a typo. If the samples repo fails again complaining about this line and character, I'll follow up in a different PR.
