* Add hello_tool_with_auth demonstrating OBO flow with Microsoft Graph
Adds a tool that greets the signed-in user by name using the On-Behalf-Of
(OBO) flow. In production, it extracts the user's token from Easy Auth
headers, exchanges it for a Graph token via managed identity federated
credential, and calls Graph /me. Locally, falls back to developer identity.

- Move OBO auth tool to hello_tool_with_auth.py with func.Blueprint()
- Register blueprint in function_app.py
- Keep commented-out inline version for reference
