[BUG] 'daemon cloud-init does not appear to be running' log messages in serial console

The logs are being sent to the VM console, preventing from using it.

• Distro and Version: Ubuntu 20.04
• WALinuxAgent version 2.2.46

Thanks for opening this issue! @antsok, could you please provide the cloud-init logs (/var/log/cloud-init.log) and redact any information that you don't want available publicly? Thanks!

I ran into this issue as well.
I was able to identify 2 causes.

1. udf filesystem was disabled
2. noexec on /tmp prevented the agent from running properly.
   As the agent is part of cloud-init process and this caused it to crash, cloud-init could not complete, no IP were available from DHCP and the ovf-env.xml file could not be parsed.
