Rename dotnet emitter

We need to rename our emitter to `@azure-tools/typespec-csharp` and adjust all of our package dependencies to point at the new typespec packages.

We should also scan for any references to cadl in the code and replace it with typespec.

The `cadl-project.yaml` file is changing to `tspconfig.yaml`
